Facility-Wide Modernization and Expansion of the U.S. Land Port of Entry

Scope of Work

ҹɫÊÓƵ, alongside joint venture partner Northland Associates, Inc., served as General Contractor (GC) for the modernization and expansion of the U.S. Land Port of Entry in New York. This two-phased project was constructed adjacent to the existing port of entry and included significant site and infrastructure improvements. Including a 58,000 SF building and 7 inspection lanes for processing commercial traffic, a 33,000 SF building, 8 inspection lanes, and a 32,500 secondary inspection area for processing non-commercial traffic, an 84,300 SF single level overhead parking structure/bridge spanning over top of the new facility and existing I-81, a 30' tall retaining wall, a Non-Intrusive Inspection (NII) building, an outbound inspection building with secondary inspection, a wastewater treatment plant, and a new APHIS/Vet inspection facility.

Project Details
  • Contracted and coordinated with local power, communication, and water utilities to provide substantial upgrades to the existing services without interruption to existing port operations.
  • Implemented and maintained compliance with Storm Water Pollution Prevention (SWPP) plan and Department of Environmental Conservation (DEC) requirements. This included construction of new wetlands at an offsite location to offset disruption of wetlands within project footprint.
  • Performed extensive rock blasting to prepare site for new building and roadways. Blasted rock was crushed and stockpiled on site to be used as fill on the new project.
  • Construction of five new storm water retention ponds.
  • New site improvements including: water main, storm water management system, miles of underground electrical conduit, underground fuel tanks and fuel lines, two geothermal well fields, rain water collection system, WQV system, concrete pavement, perimeter fencing/gates, and a significant site lighting package.
  • Installed new perimeter fencing and gates.
  • Demolished old port of entry once new port was open.
Lean, Innovative and Unique Project Solutions

Construction occurred around the existing port of entry, which is operational 24/7. A suspension bridge was the only access on/off from the island where weight restrictions necessitate all suitable materials resulting from the rock crushing effort be reused as fill to minimize hauling importing and exporting fill material at the site.
